Officials in charge of the Operation wealth creation program led by Lieutenant Andrew Kaakwa and Hoima district officials in charge of production asked the supplier to take back the cows he had supplied saying they were of not the quality ordered for.

The cows worth millions had been supplied by Brian Rutaborwa of Bushenyi.
Lieutenant Andrew Kaakwa says Rutaborwa was contracted by government to supply the Friesian heifers that were to be given to farmers in Hoima but surprisingly, he has today delivered poor quality local cows some of which were pregnant.

He was forced to order him to take back the cows saying such could not be distributed.

In October this year, at least 26 out of the 90 Friesian cows distributed under the Operation Wealth Creation Programme (OWCP) to farmers in Gulu and Agago districts died under unclear circumstances.
